John is an an independent trusted advisor based in Canberra and Founding Director of Pedalion Consulting Pty Ltd. John is an Intelligent, highly accomplished trusted advisor with prestigious credentials and distinguished experience in delivering unparalled consulting services to multi-million dollar projects, proving first class solutions on time and within budget. Global realist, executing a unique combination of analytical and creative talent to engender project success for high-profile clientele within the Commercial and Government sectors. John is a Fellow of the IEAust, a Chartered Professional Engineer (CPEng) (ITEE, Aerospace Engineering, Systems Engineering and Leadership & Management) and a Certified Practising Project Director (CPPD) and has a wealth of experience spanning over 28 years in Capability Development, Systems Engineering and Test & Evaluation management of large complex enterprises. As a Chartered Professional Engineer, John possesses 12+ years of academia experience including studies toward a Doctor of Philosophy, together with a Masters Degree in Electronic Engineering by Research, Bachelor of Engineering in Electronic Engineering with First Class Honours, Associate Diploma in Electronic Engineering, and ongoing professional development related to his field. John’s Masters thesis, incorporating two volumes and 400+ pages, was scrutinised by an external examiner and world class expert in the US Pentagon, who proclaimed it as ‘Faultless and World Class’. Complementing this is John’s 28 years distinguished industry experience and high-profile work achievements, facilitating cross-functional executive teams as a Strategic Advisor, Management Consultant, Principal Consultant, Senior Systems Engineer and Principal Research Engineer.
- John’s executive consulting track record is first class, with a key role in major, multi-million dollar projects, professionally liaising with executive decision-makers across the globe for leading Corporate and Government clients. With proven experience as an invaluable asset to numerous high profile engineering projects, John has been selected to represent prominent consulting firms to front critical projects with their most significant clients, including most recently, AIR 6000 or the $20B Joint Strike Fighter (JSF) Program that aims to introduce a new air combat capability that will meet Australia’s air combat needs out to 2030 and beyond; and previously the $3.2B Jindalee Over the Horizon (JORN) Project; a joint venture between US Lockheed Martin and Tenix Solutions, in collaboration with British Aerospace Systems UK. These include but not limited to:
John has formal post graduate qualifications in T&E from the Australian Centre for Test & Evaluation (ACTE), of the University of South Australia and graduated in January 1996. His Masters Degree research Thesis entitled 'Conceptualisation & Automatic Generation of Test & Evaluation Master Plans (TEMPs) for Defence Acquisition Test Programs' , was the culmination of 3 years research undertaken full-time. John has also undertaken post graduate short courses such as Principles of Test & Evaluation, ACTE, 1996. John has been a Member of Southern Cross Chapter of the International Test and Evaluation Association (ITEA) for over two decades.
John is currently engaged with the Department of Defence in the Navy Intelligence and Information Warfare Branch (NIIWB) as the Model Based Systems Engineering Advisor. John has been hired to provide Strategic Advice and Engineering Governance on Digital Mission Engineering using Kompozition Behaviour Modelling. Prior to this John was engaged as follows:
- SME Gateway as the Systems Engineering Advisor in the Land Command, Control, Communications and Computer Systems Branch (LC4SB) Exec, Chief Engineers Office, Joint Systems Division (JSD) of the Capability Acquisition and Sustainment Group. John was hired to provide Strategic Advice and Engineering Governance required to attain Authorised Engineering Organisation (AEO) status.
- KPMG Australia as the Systems Engineering Advisor in the Joint Electronic Warfare Directorate to provide Strategic Advice and Engineering Governance of all Systems Engineering aspects across the Joint Electromagnetic Spectrum Survivability (JEMSS), JP500 Phase 2 Tranche 3 capability
- Downer Defence Systems as the Systems Engineering Manager & Technical Authority across both the Future Maritime Surveillance Capability (FMSC) and Maritime Response Capability (MRC) projects in the Department of Home Affairs, Capability Development Branch, Strategy and Law Enforcement Branch
- C4 Engineering in the Land Network Integration Centre (LNIC) AHQ as the Engineering Manager & DAAR
- Arrpwere Consulting in the Department of Defence, Directorate of Interoperability Delivery (DID), Security, Interoperability and Simulation Delivery Branch (SISDB) as the Lead Systems Engineer & DAAR

About our Name
Rudder is derived from the Greek word Pedalion. Pedalion's motto is ..... "steering complexity towards simplicity" . Pedalion started its business primarily servicing Defence clients such as the Australian Army, Navy, RAAF and the largest Defence Project Management Organisation, the CASG. Defence projects are primarily involved in the integration, design and testing of large complex systems such as Fighter Aircraft, Submarines or Armoured Vehicles, all of which have a Rudder for steering. Hence, Pedalion Consulting was formed, as the one firm that provides professional advisory expertise to both Government and Commercial clientele in solving their toughest problems, such as the complexities of Project Documentation Suite (PDS) development and attainment of Government approval for future Defence capabilities.
